Although I have no direct experience with it, I suspect that the wart remover is essentially the same as cold spray common in the electronics industry. If this is the case, the ingredient is tetrafluoroethane. It's also the propellant used in most "canned air", so if you turn one of those upside down it's exactly the same as the cold spray. You could spray that onto a q-tip and get basically the same effect as the Dr. Scholl's wart remover, for a lower price. I think the problem with either of those is that you're not going to get the sustained cooling you probably need to break the rust apart.
