Regarding teen driver's licenses, "record low" is a bit misleading as I believe that particular study/report only looked at data going back to 1983. There were years prior to 1983 when the percentages were lower.
The great recession of a few years back plus more and more young people going to college and dealing with related costs are among reasons for the decline. So many young people were and have been forced to still live at home with parents.
As far as desiring iPhones or SmartPhones, teens have always been heavy into phones and gadgets. In decades past, it was things like having phones in their room, portable music players, game players, video players, cameras, calculators, etc. None of that has really changed. The big difference today is that once device, the SmartPhone, can provide all of that and more instead of needing, desiring and using multiple devices.
