With a Tesla, using a 110V outlet is kind of pointless. It provides only 4 mph and only when the battery is warm. At low temps the charging will never start, all power will go to heating the battery.
Good electrical infrastructure is definitely required for EV ownership. A Tesla can easily suck down 80 amps at 240V.
