I think it depends on the particular tire and what you want out of the tire, some tires will yield noticeably better mpgs with psi at the higher end but you sacrifice ride quality. I've taken to running 38/37 f/r in my altimax rt43 and both the mpgs and handling are noticeably better than 34/33 previous, ride is a bit harsher though.
Tire technology has changed though and different tires may have noticeably different characteristics at the same psi. Tires that are the newer so called reduced rolling resistance may need higher psi for optimal results.
