There is extraordinary complexity to the geosystem or physiography of the large area in Utah. The amount of winter snow in Park City can affect runoff and therefore, the water table/percolation over a hundred miles away. So, it's a big picture thing, I can't explain it a few sentences or paragraphs.....
The mining company leases are written to remove all of the material, so that needs to be modified in order to get more foundation built back up -- the winter flooding of the brine solutions helped to bring the surface depth back up slightly, so the mining companies can be thanked for that.
The lead organization for SaveTheSalt is the dot org that posts substantial information on what needs to be done to restore / recover the area to a more usable recreational area. If you visit that website, much can be learned from the science of what it will take to keep this treasure from being lost forever.
