I had real good luck with Rustoleum wheel paint. But I was painting all 4 winter wheels and I didn't have to match anything. The clear-coat from that system seemed to be nice & thick.
Also used that on plastic wheel covers from kid's Honda and it worked equally well. It didn't exactly match the factory paint which didn't matter to me since I was painting all 4.
Both situations, I spent far more time cleaning the wheels & scuffing the paint with emery paper. Spraying the paint was the easy part.
