I live in the foothills of California. We get more rain than snow, but I do put snow tires on our 9-5 Aero wagon every winter.
We live about 1000' higher in elevation than "town" so getting around when it's snowing at home and raining in town is WAY easier with the snow tires. Of course, if we go further up the hill, then it's full on winter, with average snowfall of ~400-500" per year. (We live up in the hills where the cloud bank is obscuring the view, just behind the top of the flag pole!)
The right tires make a HUGE difference. Our 9-5 corners and stops better than our 4Runner (and it has good tires on it, too).
I keep two sets of wheels, one with all seasons, and one with snows. I just mounted up a set of Michelin Arctic X-Ice3s. I'll put them on the car this weekend.
