If it were me, I would just swap in a new pair of tires. A buddy of mine had a nice mountain bike that he had parked in his garage for about 4 years. We went out for a ride and he blew out his rear tire after about 3 miles of level street riding. No spare. (I ride a fat bike, so my spare was useless in that situation...)
I would go to your local independent bike shop and let them fit you with a pair of new tires. Unless you've changed tires before, the side of the road routine is not much fun, and you do need a few tools and other stuff. I think that in general it's good to have a relationship with a local independent bike shop. Even though I can do a lot of routine bike maintenance myself, there are things that it's just not practical for me to do - so I have a resource to which I can turn. The labor for setting you up with a pair of tires is really minimal, and the local shop can also be useful in recommending tires that'll work for your purposes.
