It's been a few years since I owned a Rambler with that engine but as I recall that piece is actually the thermostat housing.
Not very powerful (90 gross HP) but those engines were nearly simple as anvils and economical. Note there is no separate intake manifold and the exhaust manifold is just a pipe. Not much to go wrong that can't be fixed with simple hand tools. This engine was used in various Nash and Rambler models from 1941 through 1965.
