This may be a long shot, but my 9-5 started to whistle after some body work. The dealer tried to align the doors several times, but no effect. So I started masking the car, bit by bit, until I found out it was the hood....
The hood has a rubber seal in the front end. The seal is attached with clips, but (at least on the 9-5) it is also fixed with some kind of self-abrasive tape on the portion between the headlights. If this tape is damaged or loosens, it seems like air comes in between the seal and the hood, causing the whistle noise. The dealer replaced the seal (new tape wasn't enough) and now the whistle is gone.
BTW, the whistle sounded like it came from the doors or the windows, NOT from the hood, and it wandered around depending on car speed. You can easily verify if this is the cause by masking the hood gap in the front.
