It is of course entirely based on what you are accustomed to. It is entirely possible as well that people in Washington State are much more likely to not upkeep their vehicles (or do odd things to their vehicles) that people in other states will not do.
One thing that does strike me however is that I've never seen a state that does not have inspections suddenly start calling for them. Nor are insurance companies saying that states should adopt them when they don't have them. The overall safety effect is likely marginal. (I would consider mentioning insurance rates by state, but that wouldn't indicate anything.)
The employment subsidy concept is actually not my idea, it's an idea by a friend of mine who's from NJ and was trying to explain to me why NJ still has inspections, and why it's so difficult to get rid of the inspections.
Though she did mention, not just two weeks ago, that it's easy to find a service station in NJ, whereas it's damn impossible here in Ohio--all the service stations are now 24 hour mini-markets. I can think of only 2 service stations in the metro-Columbus area (the 3rd one, where I always got my tires fixed, just became a minimarket. :-(
