I wouldn't jump to that conclusion, personally. I don't think used airbags have anywhere near the resale value they once did. Point in case, I just bought used airbags for my BMW for $40 each. I'm not sure airbag theft is still a thing.
Also, missing airbags would *definitely* set off a warning light. Maybe the light was removed. It would still set a code, and I highly doubt any dealer these days would take a car into inventory without reading codes, and even less likely they'd send one out knowing that we know they looked at the codes and they ignored an airbag fault.
Unless there was a passenger, the passenger side airbag would likely not deploy. Regardless, removing a passenger side airbag is serious business in most cars involving substantial disassembly. It seems unlikely one would be removed, even for resale.
Finally, airbag deployment is based on a lot of criteria. If the car has slowed below a threshold the airbag very well might not deploy. If she drove out of the ditch, it seems plausible that forward impact wasn't severe. It's also possible the airbags failed to deploy as a result of a fault, which is a rarity but does happen.
TL;DR, I wouldn't jump to conclusions here. I'd have the codes pulled and perhaps you have a dealer who can pull the SRS logs (the "black box") to see if/why the computer decided not to deploy the frontal airbags. I would honestly bet there is a reason here other than theft.
