They said the Body Control Module locks down on impact and there is no way they could interrogate it to determine condition of airbags or if the driver and passenger bags failed to fire.
They also said her scenario is not uncommon in their experience, so maybe the side bags fire at lower speed impacts to prevent head trauma caused by the door post or window glass.
I would not be at all surprised to learn that this woman had at least 35 pounds of junk on the front passenger seat. A payload that would allow the bag to fire if impact was at sufficient speed, 25MPH?.
