Ya that's a crummy problem to try and figure out. For what it's worth I drove one of those exactly once probably 15 years ago but the brakes seemed pretty normal to me, so most likely there's something wrong with yours.
The master would have been my first guess too, and if you're not getting bubbles out it's presumably bled pretty well. I'm assuming it doesn't pull to one side? May as well try replacing the pads since that's easy and cheap. Have you asked about this on a VW van forum, just to make sure there isn't some quirk to the bleeding, or a problem with bad replacement master cylinders or something? Maybe there's an old school VW specialist in your area who can take a look.
One issue that I've heard about a few times is having the wrong length pushrod between the pedal and booster, especially if someone has done a power brake conversion, swapped in a diference design master cylinder or something like that, so maybe a PO did something odd in that area.
