After getting into my struts a few days ago, I can report that the front mount on the 9-3 will accomodate partial coil cutting i.e. less than one full coil. The stock setup has the coil cut at the top and bottom aligned vertically but I don't think it matters. Cutting from the bottom would be the way to go because the upper end has the coils twisted flatter to meet the mount in an almost flat position. The bottom wind is the same as the rest of the coil. There's no need for grinding as the mounts expect a full round coil.
For the rears, those who've cut them say that you cut from the bottom and then flip the spring over. I'm not sure why, but I assume there's some similar mount issue with the spring wind and how it fits.
I'd still think strongly about lowering springs if you want to drop an inch. You need the additional stiffness with the shorter spring that you will get from a lowering spring with larger coil wire. The only reason I can see to cut is if you want to drop less than an inch... then you could cut a half coil or so.
