Theoretical efficiency [= 1-(Tc/Th)] increases with increasing hot temp and decreasing cold temp - so the object is to have the cylinder combustion as hot as possible, and the exhaust/engine block as cold as possible. Lowering combustion temp would reduce engine efficiency.
