T7 issues

I posted this originally in the 9000 board. I recently upgraded my 95 Aero to a JT 3" turbo back exhaust, and JZW tuning with T7 mod. The car ran awesome. Boost was past red on my dash gauge (21 psi on a more accurate temporary gauge I hooked up). After less than 2 months I could only get base boost of 6psi.
I picked up two used T7 valves at a junk yard off of Saab 95's. I installed both but could only get base boost. I thought this odd. What are the chances of both being bad. I purchased a new valve, but made the mistake of hooking it up in the dark (I was excited to get her running properly again). Unfortunately I swapped the R & C hoses. Before I noticed my mistake I was on the road and enjoying lots of boost. The next day I opened the hood and saw my new T7 valve had literately blown apart. I then realized I switched the R&C lines.
I opened up one of my used T7 valves and tested it by applying 12V to it, and sure enough the plunger pulled it, showing that it was still good. I also tested the wastgate by applying pressure with a hand pump. It opened and closed smoothly. I reinstalled the tested valve, made sure my hoses were right and went for a drive. Unfortunately I only had base boost.
When I had the R&C hoses switched I boosted to 23psi (slightly higher than the 21psi mentioned above) John at JZW said he aims for aims for 23. Shouldn't it have overboosted even further? I never hit fuel cut out.
Suggestions on troubleshooting.
