Mike- try jumping 12v right to the solenoid and double check the ground wire too. I had a chattering solenoid that would do this- replaced with known good one and it cleared up. I've also run into a problem with cheap spark plug wires putting out a field that tripped the solenoid. Bloody nology hot wires were the most waste of money i've ever run across. So it could be wires- a quick test is to rev the engine while you're listening to the solenoid. If it starts clicking with the revs try swapping wires.
