Hey Jeff your post has received tons of good info and man I have learned allot just reading them. One note though. I have everything but the SPG9 turbo and had similar problems (note my web page does not reflect this, have not updated it for a year. I also have stock exhaust. Took it to my favorite mechanic (brad @ George's imports in KC MO)and he found the problem to be my throttle switch. He actually removed my exhaust and put a high performance exhaust on to check out the problem that allot of the guys are talking about(you need bigger exhaust etc)but this did not cure it. Only after the throttle switch was fixed did my full turbo gauge pegging boost return. I have not as of yet measured my boost but it is as high as he adjusted it and he races these things.
I don't know if this will fix it but it will be cheaper than an exhaust. You probably should go exhaust eventually but this may get you back into the WARP boost factor zone soon.
By the way how do you like your new turbo. I have been trying to figure out who to buy from, Swedish dynamics or Dave. What is your opinion?
