It is probably more desirable/effective to get rid of engine heat rather than absorb heat. That's the reason for the radiator system based on water/antifreeze. If it was more effective to run engine at higher temperature, I would expect manufacturers to have found a coolant with higher boiling point. So if you must paint the engine, you want to enhance its radiation - which in physics meant to make it a (perfect) black body. In practice, that doesn't exist - and often paint (even black) acts as an insulator. In my opinion, keep the block clean of gunk etc is probaly almost as effective and darn site easier than painting the block.
