Sounds like your inspector was ridiculous. Not sure how chrome parts affect safety, reliability, performance or anything other than looks! As for the springs- those you have are probably BETTER and SAFER than riding around on tired, worn-out 40 year old springs!! But I suppose there's no arguing with someone like that.
Springs- the Sonett manual doesn't give much more than the data already given- IE, no spring rates, which is what you really need. I suggest you call Jack Lawrence at Motor Sport Service in Jamestown NY. His current price for new springs is $184 a pair- these are stiffer than stock and you specify the ride height. Shipping is not included. You could see if you could buy some stock used ones, but why would you want to buy 40 year old springs?
Spring compressor- what Jim is referring to is the front springs. They are very difficult to remove/replace with most spring compressors. This is due to the stiffness and the lack of room when the spring is compressed. After years of frustration and taking my life in my hands, I finally bought one that really works and is SAFE. It's highly recommended by the VSaab community and is similar or the same as item number 120568140778 on flea- bay. I had the front spring out of my 95 wagon one time and finally took it to a foreign auto specialist and that guy had a heck of a time getting it back in. DON'T buy or attempt to use those "heavy duty" compressors that have a couple of threaded rods with ears on each end to hold the spring. You'll lose your head- literally!!
Finally, the valve covers and other chromed pieces... I'm sure you could piece together used parts to replace the chromed ones if you really needed to. I could come up with a set of used valve covers. I don't have a spare Sonett filler pipe though.
But call Jack about the springs...
