I'm with Lane -- my first guess would be those four fuses on the left side of the engine compartment, just forward of the relays. Each lamp circuit (e.g. left low, left high, right low, right high) has its own fuse -- and since they're those exposed-clip fuse blocks designed for the crummy tapered-end ceramic fuses, the clips and fuse ends tend to corrode even if you DON'T live in the salt-plagued northeast US.
Quick check: try "rolling" the fuses in their clips to rub some of the crud off the contacts, and see if that makes the high beam work. If you've got a 12v test light (and if you don't, get one -- they're only a few bucks and very useful) you can be a bit more sophisticated by making sure there's current at the inside of the fuse block connector, then see if it's getting across the connector and then on to the headlight itself.
If the problem's not at the fuse or the lamp itself, you'll have to take your test light and work your way down the circuit until you find where the juice stops; then you know what you've got to fix. I'd say that if the lamp isn't burned out but still doesn't work, 6 times out of 10 the problem will be the fuse, 2 times out of 10 it will be a bad ground, 1 time out of 10 it will be a corroded connector, and the remaining 1 time out of 10 can be divided among bad relay, defective wiring, evil spirits, etc., etc., but your mileage may vary!
