My first advise in running any V4 up in the rev range, is to be sure you have the bottom end solidly built. We run chrome moly rod bolts and do a good balance job. Even when retaining stock rods and pistons, you can safely see 7,000 to 7,2000rpm with a V4 if it breathes well.
Jack A's '68 Sonett V4 has seen 7,200rpm for about 10 years worth of racing. Besides the good bottom end, the flywheel has been lightened considerably, crank lightened and slightly knife edged, big valve heads with oversize valves that have the tulip area relieved, isky double valve springs, roller bearings rocker arms, F66 cam, and 2-bbl Weber. Plenty of other small stuff, but the key is the lightening and balance job, and of course the higher rate valve springs. 7,200rpm sees gentle valve float, but power tapers around 6,800rpm anyways.
If your not running much bottom end beef, i wouldn't plan on taking it past 6 or 6,500rpm too much. The V4's are sort of tractor engines when it comes to balance and revving...and that 3 bearing crank!
