The owner should know if the freewheel has been locked out or not. If it is not and is in "original" condition, it is controlled via a handle below the dash to the right of the steering wheel. The handle is connected to a rod that goes through the firewall and connects to a plastic "lever" on top of the transaxle housing. The rod moves the lever forward or back to have the freewheel engaged or disengaged.
The "lockout" that people frequently have done is a mod inside the transmission itself to keep the freewheel permanently disengaged. And, often when this done, the handle and rod connected to the lever mentioned above is removed.
