First spray lubricant down the latch release cable opening. Have a rag ready to catch the spillover. Next have a helper pull on the lever while you pry softly at the latch. A Popsicle stick is safe for this, be very careful if you use a screwdriver. If still stubborn, give pliers to helper and instruct to slide under lever, and pry upwards to gain more pull. Never send helper to latch side with screwdriver. If still stuck, send a small person through the cabin opening with pliers and have them bite the lever under the latch and push it to the right. Last resort is to pass helper a flat head screwdriver and unscrew the plunger tip out of the glass.
When you get access, remove the latch and pull out the cable. Sand off any rust, clean and grease anything that moves, and reassemble. The latch comes apart easily, but you can reassemble it wrong if you're not careful.
