OK I didn't see anything actually BROKEN in the photo.
So I guess Bradley's offer of new parts is the best.
Photo of broken contact tabs? Maybe harvest some similar tabs from any kind of lamp housing? Cheap trailer light sets? RadioShack or someplace?
The (+) of the bulb is the very center nub. The (-) is the surrounding base. You are trying to enhance the contact of the outer tab to contact the very center of the bulb.
You ABSOLUTELY DO NOT want the foil to touch the outer part of the bulb's base and it looks like that's very close to happening on most of the bulbs in the photo.
The bulb on the left you can see the center nub where you want to make contact. Around that is a black cone, and around the black cone is the part that you don't want the foil to touch.
How about something like this, maybe from a good hardware store?

Google something like that for the actual bulb # that you have in your car.
But you'd have to butcher your reflector housings.
