Answering my own question: Was overthinking things. The Pertronix plate screws on with a single screw, small post engages in hole in base plate.
Problem #2: Sliding the magnet sleeve down as far is it would go left too little of the shaft above the magnet, so the rotor would not engage in the slot at the top of the shaft. Filed down the shoulder on the magnet and forced it down, but that cracked the magnet. Car still ran, but replaced the fractured magnet with a new one and shaved about 1/4" off the bottom of the rotor. Works fine now.
Question #2: If I replace the coil with a Pertronix, should I use the 3 ohm or the 0.6 ohm variety?
