If you'r filling chips or small scratches (like swirl marks from the sander) use a red oxide glazing putty (like nitrostan). If the scratches are deep use Bondo.
If the fiberglass is cracked patch with fiberglass cloth & resin, from the inside if at all possible, then fill from the outside with Bondo and finish with glazing putty. Glazing putty should be used on top of primer surfacer.
To get a really smooth surface get both red and grey primer. spray 4 coats of one color then 2 coats of the other. Wet sand until you hit the first color. This is how Corvettes were done at the factory back in the 60s.
