It'll certainly give more HP than a worn, leaking Solex. Whether it'll improve HP vs. a good stock setup is more debatable. Basically, a carburetor's ability to affect horsepower depends on the degree to which it can deliver the needed volume of correct fuel/air mix. The Weber doesn't deliver significantly more air than the Solex, and it doesn't necessarily do a better job of producing correct mix than a HEALTHY Solex -- so in THEORY you wouldn't see a major change.
BUT... in PRACTICE, the big advantages to the Weber are that parts are readily available, so you can KEEP it in good condition, and that it's easy to change the jetting to fine-tune the fuel mixture for a specific engine or specific conditions -- so, for example, if you do some minor performance mods on your engine (such as the hotter cam and/or an MSS exhaust, for instance) you could rejet the Weber to get the full advantage of those modifications.
