Agree with Anders, start with checking the three way brake booster line from the rear of the intake manifold. Saab pn 12847287.
Your symptoms describe a failed brake booster vacuum pump to me. There is an electric vacuum pump in the front passenger fender which turns on during initial warm up when the engine idle is elevated (less intake manifold vacuum to assist brakes). I've replaced a few of them for this symptom, pn 93188647 $595. There is a pump mounted control relay however Saab does not sell this separately. I've traced the fault to the relay in two vehicles, but ended up replacing the entire pump to correct the issue.
You can easily check the pump operation, turn the key on but do not start the engine. Then pump the foot brake, you should hear the electric assist pump turn on. If not, its a bad assist pump.
