I've had brake pads that stick in the caliper bracket so they won't slide nicely. That's all part of installing the pads. Sometimes the problem is I have to clean more dirt off, and sometimes I have to scrape some of the paint off the metal backing plate of the brake pad. That's easy to say when you're doing your own brake job. I don't know what'll happen if you suggest that to the shop. For that matter, it's just one possible reason for your brake to be dragging.
Another possibility is the caliper slide pins aren't sliding very well. Then the outboard pad will drag.
