If there is no significant loss of R134a (gas) and clutch is not engaging, it is an electrical or mechanical issue somewhere.
Next would be to use the scan tool and study the different criteria that is needed for the ECM to turn on the A/C compressor relay.
Outdoor temp sensor is one but seems to work in your case. Engine coolant temperature is another and a few more things. Checking for diagnostic fault codes in ACC and ECM is also a start.
With my Tech 2 scan tool I can demand A/C comp relay on and that will verify very quickly if the electric circuit to compressor is healthy.
If I get a good 12 Volt signal to A/C clutch but it is not engaging, the clutch is bad.
