First of all, what engine do you have? Since '99 was the only year that the 4-cylinder was available in the SE model (all other years, and some/most of '99, were 6-cylinder only) I will assume you own a four cylinder based on your question.
The 4-cylinder light pressure turbo engine is known as the B235E engine, the full pressure turbo engine is known as the B235R. If you now guess that two different engine model identifiers imply more differences than just a remotely mounted computer, you are correct. Converting a light pressure turbo into a full pressure turbo (Aero model) engine requires more than just a different computer. The turbos are different, and there may be internal engine differences too (oil jets for piston crown cooling, different con rod materials, these are some items mentioned in past posts by others that I can't confirm).
However, it is possible to purchase and install a new engine computer (sometimes with other necessary engine external accessories) which will yield the equal (or greater) horsepower and torque that what the factory Aero engine produces. Two sources who are also site sponsors are http://www.genuinesaab.com and http://www.engstrom.com.
This is not cheap (why would it be?). Entry fees for these changes start at approx $1,000USD and go up from there. Performance equal to an Aero will be closer to $2,500 for the ECU, exhaust upgrades and intake upgrades.
