I've owned my 2004 Aero for just over two months now. I've had only minor defects thus far:
1) Steering Column Click - fixed myself pretty easily
2) Poor rains sensor sensitivity - haven't fixed yet.
3) One 'Key not Accepted' error. Hasn't reappeared since.
I paid $10,900 plus tax for it. Came with 49.4K miles. Only negative was the non-standard 16" Saab rims that were on it. I replaced the wheels for $1K and tinted the windows for $200. All said and done, I've spent $13.2K for a pretty sweet vehicle. You should be able to pick up something similar for <$15K if you scour around enough.
If you want a 2004 and are looking for lower mileage (<30K) I think you will be hard pressed to find a good one for <$17K.
I prefer the front end and wheels on the 2004 (aero) over the 2003, but I would buy either. The 'decontenting' in 2004 really isn't all 'that'. You lose a 'weather band' button on the radio, rear heated seats and some dinky umbrella nets on the A pillar. Big deal. That said, 2006 is the significant interior change.
Some observations:
Oil changes are pretty standard (easy).
Plug changes are easier than most vehicles.
The air filter is under the car, but not all that difficult to change.
I will be changing the in-cabin filter soon, but it doesn't look any harder than my nissan (moderate pain)
