When does a torch help remove a nut?

I was trying to remove the 2 12.5mm nuts either sides of the pipe that hold the joint between the front exhaust pipe and the middle muffler. well dammit I broke one bolt already, and the other nut is there, still stuck. I hate going at a car with an open flame, while I am under it on my back. Is torching the other nut even going to help? I tried a wire brush to loosen rust, plus Liquid Wrench, but the things are bad off expect this bolt to break too. Maybe I just have to drill it and break it apart.
As a second q, once I get the thing down, will the bolt just push thru the joint, and so I can buy the standard "exhaust bolt" from eeuroparts? The ones at the front, where the pipe meets the turbo, those bolts are like manifold bolts pressed in, not passed thru.
