Im almost certain (as i have tried) that it is basically so the headlights are positioned correctly depending on the way the car is loaded as in, if the backseat is full of people so the lights are aiming too high.
I have turned my car on and then jacked the car up, the headlights do not seem to adjust level (even though the front suspension is WAY down (there is a sensor on the passenger side frame where the tire is too) I think it only accounts or moves depending on how the car is loaded at start up, i could be wrong though
