Sea level air pressure is 14.7lbs
For the sake of argument (may be incorrect here), lets say air pressure ay 7,000 ft is 12lbs. T7 will just adjust the boost upwards to generate the same air mass. So if the engine needs 15 lbs of boost at sea level (14.7+15) say for argument double atmosphere air mass. It will need significantally more at altitude to get the same air mass. 12 lbs atmosphere doubled is only 24 lb, to get the same air mass as 1 bar boost (14.7lbs) at sea level it would have do do 12+12+6. IE Bar + 1/2 to get the same air mass. Turbos hear up air based on the increase in pressure so the air will get a lot hotter at altitude for the same power levels as sea level. We all know intake heat causes detonation & in extreme cases engine distruction.
