I think both switches are redundant and do exactly the same. The difference lies in the overall design of the car's electronics.
Basically, our 9-5's have one sensor for everything and all the information is shared between all the components via I-Bus and P-Bus. That's how both the Trionic7 (engine management) and the ACC (climate control) share information from single ambient and coolant temperature sensors. All the systems have access to information on the bus... except ABS/TCS. To assure that those systems are not corrupted by faults in other components connected to each bus, ABS/TCS does not depend on the information from the bus. It does, however, provide information TO the bus, such as speed sensor data and torque lowering requests.
So, simply, one brake sensor serves provides info for the bus (shift lock, tail light, etc.) while the other is directly connected to ABS/TCS module.
Does that make any sense?
