Auto Trans Issue

My '03 ARC V-6 Auto with 75k miles has developed an intermittant trans clunking issue. About 30% of the time, it seems to hang up in an upper gear and not downshift to first when I first start up and stop at lights. When I start off, it clunks hard into gear and then seems fine but when I stop at the next light, the same thing. It almost seems like it is hanging up between gears or in a much higher gear. If I use the paddle shifts, the problem seems to go away. I get no codes or lights, only the clunking. If it starts out from startup working, it will work well until turned off and if it starts off clunking, it will continue to clunk at lights. I routinely change the amount of fluid from the trans at oil change, about 4 quarts. The trans fluid seems clean and bright with no burned smell.
Do you think that this is a solenoid or some other issue? Do you think I can repair? What should I try to isolate or repair?
