Unpredictable terrible performance -- help!

2004 9-5 Aero, manual.
I'm getting unpredictable periods of terrible performance. I don't know what set of
conditions causes it, but I can count on it happening at least every day. Ambient temps are high now (above 90F), but this happens even when outside temperatures are mild (70's F).
I only run premium fuel. Trying to track this down on my own I have replaced
* MAF
* BPC
* BPV
* DIC
* Plugs
* All vacuum lines
Unplugging the W hose results in boost well into the red until fuel cutoff. I've tried the
"bolt mod" from another site with no effect. Engine is not overheating, always running
around 190 F. Intake temps show about 20-25 deg F higher than ambient.
I just recently observed with an obd reader that when I'm having poor performance, the
throttle is not being opened very far.
Example: A cruise shows a throttle opening of 25%. Ask for full throttle, I'll briefly see
70% but will immediately drop to 30%. No wonder there's no performance--I'm only getting a
5% throttle change!
When the car is working, I get great performance, which makes me not suspect things like
catalyst, timing, compression, etc.
I'm running out of troubleshooting ideas.
What's left? Fuel pump? Throttle body? Both of these are expensive enough that I'm not going to buy either on just a hunch.
