Hard to tell since we might be dealing with whining noise while turning the steering wheel created by low power steering fluid or a squeaking noise created by a dry rubber seal down by the steering column rubber grommet.
A customer dropping off his Volvo the other day complained about a whining noise and when interrogating him how it sounded, he said it sounded like the power steering pump noise I mimicked and it turned out to be a squeaking noise from the rubber seal at column.
If it is the rubber seal, spraying some lubricant on it should make it quite for time being and that would confirm where the problem is but I would guess, the dealer should have tried that already.
