Anders - need your advice - CPS/fuel pump/no start -

'04 9-5 Aero was experiencing intermittent no-start when cold, otherwise ran fine, tach needle didn't move. Finally would not start at all after one week. My indy stated that he installed a new CPS, still no start. Tested fuel pressure with gauge, found pressure to be almost zero. He said he put the old CPS back in (I would gave preferred he left the new one in had he asked) and a new fuel pump is slated for tomorrow.
For various reasons, I suspect that my indy never installed the new CPS (it still looked pristine). I think he cranked the car, it didn't start, he tested the fuel pressure and found it at almost zero, and neveer touched the CPS.
My question - would a bad CPS lead to a zero fuel pressure reading? I thought I read in some posts that a bad CPS can't signal the fuel pump to start pumping. If that's the case, perhaps the CPS is the culprit. I need feedback before I authorize pump replacement tomorrow.
