windshield wipers a little spazmatic

I was picking up my daughter at UNH this morning (school will be closed for a couple of days due to the storm) and my wipers began to behave erratically with they were on the intermittent cycle. It did not matter if they were in high, medium, or low. They would not complete one cycle and park. I would get 1/8, 1/4 or 1/2 a cycle. So I just put my wipers on low. When I shut the wipers off, they would not park. My washer wiper cycle is fine and the wipers park fine after the cycle is complete. Based on a review of this forum it appears that the motor is solid. When I got home I figured it would be good to try and reseat the relay. Funny thing is I removed the relay (not the fuse) and the wipers still ran and still would not park during the intermittent cycle. I assumed if I pulled the relay the wipers would have no power?? Any thoughts?
