Getting the wipers off often comsumes half of the total repair time. The broad conical shape of the shaft means you only need to move the wiper arm 1mm for it to be completely free, but getting it to budch at all can be tough!
I've just used lots of solvent and continuous light tapping on the loosened bolt head while I am simultaneously lifting the wiper arm. It works, but not always quickly.
