I have a 2004 9-5 arc and 2 c900's. If you can keep the c900 as a second car, you should! you'll miss it, and it complements the 9-5 very nicely.
Ok, so for the age range you've given, there are 2 totally different 9-3's:
2003-2004 is the ng9-3 ss. Sedan only. decent car, more GM than previous saabs, but reliable... except get 2005+. 2003 + 2004 model years were the first years and bugs needed to be worked out of them, so they can have more issues.
1999-2002 is the og9-3 hatch... but actually, it is also 2 different cars almost because 1999 was T5 (red di) like the turbo ng900 and 9000 vs T7 (black di) like the 9-5. T7 is where the sludge issues came up, especially in the early 9-5's... so any of the black di cars (9-3 or 9-5) need a really good oil change history and an updated PCV system. 2004 9-5 came with that. So I suggest getting a 2004 9-5. There is almost no price differnece now between a 2004 and a 1999.
The 9-5 is a bigger car than the c900 and you will notice that, but it is very solid and planted (og9-3 is less good eg through a fast S turn than a c9oo. The 9-5 is excellent for touring, however, be aware that if you load down the back too much, you may end up eating tires. We fixed our suspension, but even so, on a long trip with the car loaded, the rear tires got worn on the inside edges. This wear stopped after the trip (once the load was removed). Other than those few warnings, the 9-5 is a fantastic car, especially with a few upgrades, it is really fun to own... but keep the c900 if you can for the occasional "go kart" fun drive.
