If the turbo is going and the smoke is heavy, I wouldn't drive it anymore because you can also destroy your Catalytic Converter in the process. If you're handy, you can replace the turbo with a newly rebuilt turbo or an used one. The labor will be the same regardless if the turbo is new or used. The way you've described about the car, it best to go with a rebuilt unit or used, but not brand new. Again, if you're handy, you can get away by buying a rebuilt kit and do the overhaul yourself and save some $$$. Now, you didn't say what type of 9-5 that you own and the size of the engine. Mine was 2002 9-5 Linear w/2.3L motor. The cost was around $500 with deep discount from a buddy that works for Saab dealership. What I think were expensive are the exhaust bolts... they were something like $5.75 each. I think it gotten much less now.
Buying used turbo is not a bad deal either. The local junkyard that I went to recently had something like 4-5 Saab 9-5 from 2001 - 2004. This is pick your part kind of junkyard, which translate to you saving money by pulling your own parts.
I recently saw some turbos on C.L. for $100 or less...
