diagnosing "no high beam" problem - ignition switch?

Hi all,
Just bought at 2006 9-5 SportCombi "sport" model with 93k on it, with xenon lights.
It appears only the DRLs function. The actual symptom is that with the light switch in "off" position, the DRLs work (aka low beams), but when you turn the light switch to "on," none of the lights work, including DRLs. This indicates to me that the light system functions fine, but that there's a power issue. (No warning lights on the dash, either).
Before buying, I did some sleuthing here and my research points to a faulty ignition switch not sending power to the actual light switch.
My questions are:
1. What is the best way for me to test that it is the ignition switch? See if the light switch is getting power? I would appreciate if anyone has specific guidance on this one.
2. How painful is the actual ignition switch replacement? Seems like it is a bit of a job to remove all the stuff in order to get at it. Does anyone have a write up they can point me to? (I don't have a WIS).
3. My understanding is that I can replace the ignition switch without replacing the ignition key cylinder (and therefore, not have to redo all the car's locks). Is that correct?
