9-5 Steering wheel boot install.

2004 Aero. I am planning to change out my cracked and broken walnut dash panel and noticed the the black Naugahyde boot around the steering wheel is falling apart. Anyone ever change one of these out? Does it require removal of the steering wheel, airbag and all that? Or can I get at it when dashpanel is removed?
This is the outer boot visible to the driver, not the rubber one at the firewall.
