Windshield wipers have "lost power" sort of

Driving home tonight (in the rain of course) my wipers stopped working. It's as if they ran out of power. Thankfully I use RainX fluid so I was able to make it home with barely enough visibility.
When I got home I was able to manually move the wipers back into "start" position. Similarly, I can move them and the motor seems to give a very small amount of assistance.
I've looked at various threads here and there does not seem to be an obvious culprit. Guess I'll start with the relay? Hoping it's not something more involved.
