General Motors 90502186, Engine Crankcase Vent

My SAAB 9-5 V6 seems to not draw a vacuum in the crankcase so I ordered a new Crankcase vent assembly. I ordered this because the valve cover gaskets drool even though they are new. It's a GM OEM from Opel Europe. The nipple where the vacuum line connects to on the new part appears to be plugged. I cannot suck any air through it with my mouth. So, how it this going to apply a slight negative pressure to the crankcase? I hate to jam a drill bit down the hole to clear it out if it's supposed to be plugged. Or maybe it opens at a certain vacuum that I cannot create?
Ideas?
